                  On the morning of March 9, Poly Sinolight held a video conference for the special research of scientific and technological talent development of  China Haisum . Wang Keling, Deputy Secretary of the Communist CPC Committee and General Manager of Sinolight Corporation, attended the meeting and delivered a speech. Cai Muyi, Deputy General Manager of Sinolight Corporation, Xiao Jinlong, Deputy General Manager of Sinolight Corporation, and Cao Chunyu, Chief Engineer of Sinolight Corporation, participated in the research. Zhao Guoang, Chief Economic Manager of Sinolight Corporation, Secretary of the CPC Committee and Chairman of Haisum, Chen Rongrong, Deputy Secretary of the CPC Committee and President of Haisum, Li Yimin and Zhou Yuan, members of the leading team, attended the videoconferencing of Haisum Shanghai Business Developments.

                   At the conference, Wang Keling emphasized the requirements for special research on scientific and technological talent development. He pointed out that in the context of the national scientific and technological system reform, the special research program for scientific and technological talent development aims to sort out the existing talents and clarify the training objectives to meet the needs of the national scientific research reform, the construction of the Group's talent system and the development of the enterprise.

                   Chen Ping, Director of Human Resource Management Center of Haisum, made a detailed report around the theme on the current situation of talent development, comparative analysis and shortcomings, talent measures taken in recent years and results, follow-up work ideas and target plans, and support that needs to be provided by the Group.

                   Subsequently, the leaders of Haisum and the heads of relevant departments made supplementary reports and exchanged opinions respectively.

                   Zhao Guoang stressed that Haisum should focus on four aspects in the future talent development: First, the current talent situation shall be learned about and corresponding talent demands shall be clarified to change the talent stock and expand the talent increment. Second, talents shall be classified on the basis of clients, technology and management. Third, overseas talent teams shall be developed and strengthened and overseas market systems shall be rebuilt under the promotion of the policies introduced in the Belt and Road Initiative. Fourth, the definition of talents shall be clear. Compound talents should be featured with "nine traits", namely, " versatile, refined and advanced" in technical ability, "diligent, sensitive and persistent" in marketing ability, and "strong, comprehensive and broad" in management ability. In the future operation, the enterprise may seek policies from the superiors, opportunities from the mechanism, and resources from the market and transform from “fighting alone” to “working together” by gathering the whole advantages and talents of Haisum.

                   Chen Rongrong pointed out that the core of talent development is "selection, appointment, cultivation and retention". It is necessary to build a quality and ability model for each post and establish channels for talent development at all levels. It is necessary to analyze the talent loss and find out the whereabouts of talents and the existing human assets.

                  After listening to Haisum's report, Xiao Jinlong and Cao Chunyu respectively put forward requirements on the follow-up scientific and technological talent investigation. Cai Muyi made a summary speech, stressing that the investigation on scientific and technological talent development should be combined with the transformation and development of Haisum to identify the benchmarking enterprises and establish models for different types of talents. It is necessary to clarify the needs, definitions, shortcomings and supplementary methods of scientific and technological talents, make clear the strategic goals of talents, systematically sort out the existing incentive policies for scientific and technological talents and conduct external salary research.

                  The heads of Technology Management and Industry Promotion Center, Human Resources Department and other departments of Poly Sinolight, and the heads of relevant departments of Haisum Headquarters attended the research conference.
